Invariants enforced here in addition to the legacy new() checks:

• kind == Complaint → severity.is_some()
• evidence_attachments.len() <= MAX_EVIDENCE_ATTACHMENTS
• witnesses.len() <= MAX_WITNESSES
• no duplicate witnesses
• created_by not in witnesses (self-witnessing is incoherent)
